After a heated week of hostile back-and-forth negotiating in the press trying to sign a Floyd Mayweather Jr. vs. Manny Pacquiao bout, it appears as though talks may come to a head Monday as a multi million dollar game of chicken now looks set to reach a climax.
Top Rank’s Bob Arum told multiple news outlets on Sunday that his final offer to Team Mayweather / Golden Boy Promotions will be to allow them to present their case to the Nevada State Athletic Commission, and if the commission agrees with implementing random blood testing, Pacquiao will abide. If they do not, the issue is dead.
Arum followed up by stating that unless the above was agreed to by Team Mayweather on Monday, Top Rank would look to sign a fight between Manny Pacquiao and Paul Malignaggi, killing the proposed super fight. Surprisingly (or not), Arum’s latest proclamation was in stark contrast to Manny Pacquiao’s personal statement Sunday, explaining he would submit to three blood tests as part of the contract.
Arum’s ultimatum did not sit well with Golden Boy’s Richard Schaefer.
“It does not make sense for this to become a commission matter,” Schaefer told Yahoo Sports on Sunday night. “This is a contractual matter. The commission did not decide the weights or the purse split or how the foreign television rights would be sold. If this is Bob’s final ultimatum, then that’s what it is. That is his decision if he wants to take that position. I very much hope this fight can be made, but the reason it is at a standstill is because of the way they have handled things.”
It is currently unclear what comes next.
Team Mayweather has stated emphatically they have no back up plan (frowning on Top Rank’s threats of turning to replacement opponents) and that they are committed to making the fight.
But Random testing is something they will not let up on.
“Random is random,” Team Mayweather’s Leonard Ellerbe told Yahoo on Sunday. “That is what we want and it has not changed.”
Manny Pacquiao agreed to three blood tests when he spoke out from the Philippines Sunday, even though they are above and beyond what the Nevada State Athletic Commission requires.
“These are my specifications for this fight regarding blood testing,” Pacquiao exclaimed. “I have offered to give a blood sample the day of the announcement of the fight at the press (conference). I have offered to give a blood sample 30 days before the fight. I am willing to give blood immediately after the fight is over inside my dressing room. I am also willing to give urine tests at anytime any where everyday leading up to the fight.”
His statement of what testing he would accept did not come without him voicing his extreme displeasure over anyone questioning his integrity.
“These accusations of me using any performance enhancing supplements are totally unwarranted and unjustified,” an angry Pacquiao explained. “I should not have to prove myself as I have always done what the commission has asked me to do and I have never ever swayed from that. Never has there been a time where anything I have ever done has been in question. I stand behind my honor and my integrity.”
Pacquiao made it very clear in his statement he did not want to have blood drawn in the days leading up to the fight as he believes it is a distraction and an detriment.
”The truth is taking blood out of my body does not seem natural to me and mentally I feel it will weaken me if blood is taken from me just days before the fight. That does not make sense to me why anyone would do that.”
Many around him are alluding to the fact that Pacquiao is extremely offended by the unfounded steroid insinuations being made public in a Golden Boy press release before Christmas despite both sides having signed a non disclosure agreement.
Unfortunately it is now something that can never be taken back, and will always be a sub plot of the fight (should it take place).
If any hope remains, it shines through in the fact that Pacquiao hasn’t walked away over the subtle accusations (despite a pending defamation lawsuit)…
and Richard Schaefer’s continued desire that a “cutoff” date can be agreed upon where random testing can be done up to a pre determined date close(r) to the fight.
“… It is a matter of the two sides working out the specifics of the cutoff date to assure it will still be effective,” Schaefer said this weekend after revealing they had backed off on insisting it be the USADA who would conduct any such tests.
With Pacquiao stating Sunday “I feel it will weaken me if blood is taken from me just days before the fight,” we can only hope that means there is still room to maneuver and reach a last minute compromise.
If there is not, and neither side backs down… the fight could very well fall apart completely if Arum follows through on signing Pacquiao to another fight later today.
It’s a worse case scenario where everyone loses.
Pacquiao moves on under a cloud of suspicion to a much lesser fight. Mayweather walks away from an astronomical sum of his beloved ‘Money’, and does so with the moniker as the No. 2 pound-for-pound fighter in the world. He loses the opportunity to eclipse Pacquiao at present and his legacy arguably takes a back seat as well. The sport of boxing takes yet another in a long line of black eyes in the view of the general public, and Fight Fans everywhere are cheated out of one of the biggest fights in history.
Here’s to hoping cooler heads prevail.

PACMAN is the current P4P champ. He shouldn’t allow the #2 P4P to push him around. His demand for a 10Million penalty is justifiable since Floyd has the notoriety to violate agreed catch weights(vs Marquez). MONEY Floyd doesn’t care paying as long as he gains that extra advantage. PACMAN hasn’t been found guilty of using drugs. He has been clean for all his career so demands for stiffer drug testing isn’t justifiable.

I think you under-estimate Bob Arum and the organizations he is connected to….They can make any boxer they want at anytime to be ranked what ever they want him to be…They got it like that…Every now and then, you have a boxer that comes out from under the umbrella and try to represent himself and do for himself (Mayweather). This is very difficult to do, because certain people/organizations want to get paid also. When you have a guy go it alone….people get upset. What we are experiencing right now is just a “dog and pony show”, This is Business! and the powers that be want this money. Remember why Mayweather left Bob Arum..it was because he wanted Mayweater to stand in line behind other boxer “They Were Making”. Mayweather knew he could be them all…but he must stand in line….Pacquiao is a “Made Champion” and really stand a slim to none chance

Cmon get real! First of all, I don’t believe Arum either, at least 9 out of 10 times. He is almost like Floyd Sr. who talks too much but lacks substance, only Floyd is worse. But about your comment that fighters are being made? I completely disagree. PACMAN would sit well with any promoter out there. He almost signed with GBP and if that had materialized it wouldn’t make any difference in his progress as a prizefighter. The thing is PACMAN made himself what he is today. In his ascent to superstardom, did he try dodging opponents like Floyd did? He fought the best out there, even losing once to Mexican great Morales. But it did not stop him from fighting him twice over just to prove he is better. GBP or TOP RANK as promoters, PACMAN will still be lined up against real contenders ready to duke it out with him. And in the case of Mayweather, the reason why he quit TOP RANK is obvious. He wants to choose his opponents for himself and not the scary ones Arum is lining up for him. Why do you think he did not fight Cotto when the opportunity came? Or Mosley? Margarito before he was exposed to cheating? Because he knew they had a sizable chance to beat him. Business has nothing to do with it if you really examine it. He wouldn’t want to fight Mosley because he says it won’t generate enough PPVs? That’s bull. All the while Mayweather is ranting he is the biggest draw in boxing no matter who the opponent is.

I followed Manny’s career since he’s a just skinny young kid and he’s been knocking out elite fighters since then. I do know that he’s a God fearing man and would not do such thing that is illegal and tarnish his image. So for those who want to put him down be careful of words that you say because it may backfire on you..

What most people don’t know is that Shane was DUCKING Floyd, not the other way around.
Floyd tried to fight Cotto long ago, and Arum wouldn’t let it happen.

And I know that the business part of boxing has some what killed it, but it is a business. We have to remember that these promoters make all this money and the boxers don’t make but a portion of it. So I have to respect the fact that some of the boxers treat it as such. So when he mentions paper view buys, he IS thinking about the money! And whatever you do in your personal life for work, you want to be compensated correctly! You want pave a street just because you love to do it, and not get paid.

And floyd was the first one to agree to the fight and some of the ridiculous terms in the fight just to make sure the fight gets done while manny is the one making a huge fuss out of a simple random bloodtest that both fighters will receive. And manny is the one trying to back out of the fight already negotiating with paulie while floyd has never even tried to back out of the fight. All he wants are for the tests to be random. If there is indeed something in his system that is illegal, then don’t you think this will be the perfect time to test him? Just like I mentioned in the article, if we look at Pacquiao’s own words saying blood drawn might weaken him “in the days before” the fight…
That should go to show that there is still room to compromise.
If we take Schaefer’s earlier comments about “trying to find a cutoff date”…
There seems to be (in theory) a window from both sides to compromise.

I cannot understand why both parties do not enlist a Doctor’s expert opinion if there is a difference between extracting blood after a fight and just before a fight to determine if a fighter is on enhancing drugs. Or 30 days before a fight.

An expert’s opinion can now be the basis for an agreement when to extract blood from both fighters.
I am inclined to believe that Mayweather just wants to gain a psychological advantage in the fight. If Floyd believes in his greatness as he often declares, he is so insecure now to fight Pacman. Almost all fights of Floyd, he gains some advantage before the fight, like coming in overweight in the fight with Marquez. He is so insecure of himself. You can look directly in his eyes and you will see cowardice portrayed.

What makes a real champion is “ATTITUDE”, its not whether you have zero loss or not and a lot of all time greats have losses too…Mayweather doesn’t seem to get it!!!
How he (Floyd Mayweather) behaves outside the ring matters. It certainly matters to corporate sponsors. It certainly matters to Sports Illustrated and HBO.
Floyd’s followers just don’t seem to get it. Why is Manny Pacquiao the most beloved fighter in boxing? Because he is humble. Because he stays close to his roots. Because he’s involved with charities and trying to help end poverty in his native Phillippines. Because he comes across as friendly and engaging in interviews. He’s someone I’d like to have a beer with and a hot plate of chicken adobo.
Floyd’s latest travesty of demanding an unprecedented drug test from Manny Pacquiao is further testimony of his arrogance. Apparently he thinks he’s above boxing’s sanctioning bodies.

If there is somebody out there violating contracts, it’s gotta be Floyd. Against Marquez, 600K was peanuts to him when he went 2 lbs over the agreed catch weight. He wanted to make sure he had the advantage. He wasn’t fighting a man his own size. In fact Marquez at fight time claimed he was facing a guy 2 weight classes higher. But Marquez had the balls to push through with the fight. Kudos to Marquez. Why wouldn’t PACMAN be concerned if it has been done before by that CHEAT. 10M per pound overweight is just justifiable given the premise. As for the random blood tests, PACMAN hasn’t been found guilty ever, so why go beyond the standard procedure done by the NSAC? Again FLOYD wanted to gain as much advantage in the fight by taking away the strength and mental game of PACMAN during training and during fight night.

Remember people: Floyd Mayweater is a small man too, who went up in weight to fight. starting from 124lbs and lighter undocumented. I have no mercy for Marquez going up in weight. Floyd done the same. Floyd is “1 INCH” TALLER THAN PAQUIAO. Both was light in the pants when they were 16 to 18 years old. There is never a voilation of contract when both parties agree. Pacman don’t stand a chance against “The Man” Floyd. If so, slim to none. He really fought for his life against Marquez and to me hands down LOST.

PACMAN-Marquez fights were all close. Even ringside announcers could not decide the final outcome. So was FLOYD-OSCAR. But Mayweather-Castillo was a different story. Everybody saw it for Castillo. Watch it yourself boy and shut up.

FLOYD already has money. Why won’t he fight the best at this stage of his career? He says he is the best because he is undefeated? So he’s better than Ali now? or Sugar Ray Leonard? They have L’s in their record because they tried to fight the best in their era, and lost. It’s not about losing. It’s about facing the best and fans trying to guess who’s gonna win. Maybe so, Maybe so about the Mayweater-Castillio…but don’t forget Floyd was fighting with a fracture hand and dislocated shoulder problem and he was stilling willing to go in the ring and fight. To me that says alot about Mayweather, whay you think?
