The following is an official statement directly from Manny Pacquiao himself, issued Sunday Dec. 27, 2009 through his official website MPBoxing.com. Despite Bob Arum’s statements to the contrary Saturday night, Pacquiao states he is willing to take 3 blood tests beyond what is required in a normal fight.
Manny Pacquiao: “I am still willing to Fight Floyd Mayweather Jr. I never said the fight was off or I do not want to fight him. I will fight anyone at anytime and my record and past fights prove that. I have never and will never dodge anyone.”“These are my specifications for this fight regarding blood testing. I have offered to give a blood sample the day of the Announcement of the fight at the Press Release. I have Offered to give a blood sample 30 days before the fight. I am willing to give blood immediately after the fight is over inside my dressing room . I am also willing to give urine tests at anytime any where everyday leading up to the fight.”
“If Floyd Mayweather Jr. does not accept these terms than my promoter will find me another fight for March the 13th. Again I will fight anyone at anytime.”
” The truth is taking blood out of my body does not seem natural to me and mentally I feel it will weaken me if blood is taken from me just days before the fight. That does not make sense to me why anyone would do that.”
“These accusations of me using any performance enhancing supplements are totally unwarranted and unjustified. To all of my fans I want to say thank you very much for all your support and understanding. I always give honor to God first and I would never cheat. I would never Cheat God, I would never cheat myself, and I would never cheat my country and my fans.”
“I would always like to be known for my honor and my integrity. I will always be known for my courage and my willingness to face any man at anytime in my career. Sounds fair to me.
Bottom line is that Saturday we saw Mayweather compromise and back off his USADA demand, saying he’d accept blood tests done by a 3rd party.
Sunday Pacquiao responds and states he’ll take 3 third party blood tests.
Despite Bob Arum and Richard Schaefer trying to steal the show with their petty bickering, it sounds to me like the fighters are both compromising to one another to get the fight made.
I think this looks really positive when you read past all the filth being thrown around.

Floyd mentioned “to have a level-playing field” but he doesnt think that by asking Pacquiao to be sucked by blood prior to the fight will WEAKEN him psychologically…And Floyd is not looking for “a level-playing field” BUT LOOKING FOR WAYS TO GET ADVANTAGE OVER PACQUIAO…..IT SEEMS LIKE PACQUIAO’S POWER IS GETTING UNDER FLOYD’S SKIN….

I still dont understand how Mayweather is the bad guy in all this; #1 -He never accused PAC of anything! Magillini (i know I spelled that wrong) and Mayweather Sr. accused him #2- he is asking PAC to undergo the same testing he will undergo; Also, why doesnt anyone look at PBF actions in a positive light? Because of these accusations, having PAC undergo testing would not only clear his name but give boxing a clean bill of health as well!
Show the world that hey, our sport is about hard work, training and dedication not cheating to win (unlike baseball or football).
The way I see it, PBF wants to help PAC as well as boxing in general. But of course, anything PBF does, he is the bad guy! If PAC or Arum would have demanded this, it would have been no problem. Remember, Arum said that this fight would not happen because PBF would want the majority of the money. THAT DIDNT HAPPEN; he agreed to a 50-50 split; since that didnt work Top Rank has to find another way to smear PBF’s name or find some excuse not to have the fight.

If this fight happens, PBF will be so tactical. His shoulder defense and superior jabs will be exemplified by Jim Lampley that I’ll have to turn down the volume. Does PBF really think he’ll counterpunch all night, I don’t so! Like he did JMM.

Him making statements about taking Mayweather to court and his trash talk is only going to make Mayweather break him down and embarrass him even more come fight night. I’m not sure if this cuts it.
This is exactly what Pacquaio counter proposed last week, and the problem with it is that the blood tests aren’t random at all.
Mayweather already backed off his demands, and said that the USADA doesn’t have to be involved so long as the testing is random, so Pacquiao will likely need to make a bigger compromise than this for the fight to get done.
That said, it’s still a lot of money to leave on the table if this fight doesn’t get made.

No. He cheated by weighing so much more than the agreed weight and because the penalty was just so small and he well could afford it. He is so protective of his “perfect professional record” by dodging risky fights and making sure that he as the upperhand in every fight. This fight with PACMAN brings so much money, and FLoyd M. being a cheater, in my opinion, can spend a million dollar or two to pay somebody from the USADA to poison Paquiao through syringe and spoil his ability. That is why PACMAN wants the bloodtest immediately after the fight not before the fight. do you really think floyd’s weight had anything to him dominating JMM? the heavier the person the slower he’ll be so it won’t benefit him to be heavier for the pacquiao fight. Also the big difference in the blood tests is that the one Mayweather wants is random while the other is not random at all. I really don’t understand why arum and pacquiao made such a big deal out of this simple blood test when mayweather had agreed to the blood test and mayweather agreed to the ridiculous 10 million dollar penalty if he comes over the limit. By the way if a fighter comes overweight to the weigh-in he cannot win the title belt even if he wins so im pretty sure mayweather will not come overweight. Sounds you pacquiao fans are scared knowing that mayweather is going to use his 5 inch reach adavantage and his bigger size to completely dominate pacquiao just like he did JMM after Pacquiao struggled twice with him

First arum said that the fight was going to be impossbile becasue floyd is going to want more emoney but he agreed right away and made it clear he wants the fight. Some kid who used to be skinny,small and malnourished from a third world country has risen through the ranks in boxing history to be the top 20 at the least all-time great boxers with pure talent, hard work, intense focus, sheer dedication to what he does best, and love of God. These are the traits most Filipinos are proud of about their hero. Steroids, HGH, and PEDS? Absolutely not in his menu.

I think you under-estimate Bob Arum and the organizations he is connected to….They can make any boxer they want at anytime to be ranked what ever they want him to be…They got it like that…Every now and then, you have a boxer that comes out from under the umbrella and try to represent himself and do for himself (Mayweather). This is very difficult to do, because certain people/organizations want to get paid also. When you have a guy go it alone….people get upset. What we are experiencing right now is just a “dog and pony show”, This is Business! and the powers that be want this money. IF Fraud vs PAC fight happens and in the fight PAC decides to counterfight, people will be watching not boxing but Tango in the ring for Fraud Mayweather will be too scared get close to PAC. I admit He is smart though, who could have thought of dragging steriods, USADA, etc.. to use as an excuse to make the fight not happen? Only one, Pretty Boy Fraud Mayweather. C’mon, PAC already agreed any number of bloodtests they want after the fight but not before the fight. The Nevada Athletic Commission had in their mind the physical integrity of the person into the fight that is why they don’t want needles poking the boxers right before the fight because, money makes strange things happen. Floyd never said pacquiao used steroids. All floyd’s team wants are for the test to be random. Floyd agreed to everything and he’s actually been quiet but its ur boy pacquiao making a huge deal out of simple tests threatening to back out of the fight when floyd has never said anything about not fighting. Have you ever heard of a saying that goes: “action speaks louder than words”? Fraud M. might not be saying it directly but his actions like dragging USADA and etc. are saying it. Of all the reasons, really? That’s the only thing they can think of, steroids? Have they never heard that Pacquiao trained with Freddie Roach? Haven’t they seen that Pacquiao’s style evolved? Have they never heard or seen how hard Manny trains? Maybe, they haven’t seen how Manny beat the bigger and stronger opponents he had while he was still fighting in the Philippines. Let me tell you, the only convincing loss that I can attribute to Manny was when he got hit solidly in the chin by Torecampo (filipino). After that, everybody knows he lost to a Thai fighter in Thailand which they held in a very remote place in Thailand in the middle of the cornfield that made Pacquiao exhausted in the long-hot travel by bus on the day of the fight. Pacquiao did not get knocked out in that fight, he surrendered due to exhaustion. His loss to Erick Morales was for me questionable because even when he had a cut and blood disrupting his views he fought with EM toe to toe and for me he won that fight. I think, at that time, judges did not want him to win because, who was he at that time? That is why Pacquiao, had a habit of beating his enemies or knocking them out so that judges will have no say in the decision. And honestly, do you think in this modern ugly times that you feel confident that poking needles through your skin is safe? especially in events with so much money involved? Olympics don’t have much rivalry and money and syndicated organizations involved in it. But boxing? Wake-up man. There are radioactive substance that is so tiny that is invisible to the eyes that can be put on a tip of a needle and can disrupt you physically, with fever, etc. for days even weeks if not kill you. And besides, there are infections, viral and bacterial. That is why they don’t want the test shorter than 30 days in order to give time to recover and still continue training, incase something goes wrong. Remember, the penalty is $10 million per pound. They might just find another way to get the upperhand.

Floyd made money fighting Marquez to pay IRS and maybe Uncle Rogers legal fees and Floyd Sr. taco bell runs. Floyd just destroyed his career, HBO will not rush priority for Mayweather fight. Plus who’s he going to fight Mathew Hatton? Right I will go out of my way to pay for it.

Having watched many, many fighters move up through fighting divisions to capture titles in multiple divisions, what Mr. Pacquiao has done is so remarkable that it is unbelievable.
And usually when something is unbelievable there is a reason why it is so.
Boxers moving up through weight classes and losing something along the way is normal. If a naturally smaller boxer’s dominance is greater with bigger men and the dominance was not there at the lower weights it shows that either the individual has somehow become superhuman or there is something else involved. Pacquiao was not a dominant boxer at the lesser weight classes below lightweight. The truth is that he was beat and also awarded wins that he actually lost.
One of the most dominant fighters at lightweight, if not the greatest, was Roberto Duran but as he got bigger and challenged in heavier weight classes his dominance was not there. Pacquiao has pulled off the opposite.
How is that possible? It is not.
When moving up in weight, a boxer may add some strength but losses speed. The faster they move up in weight the greater loss of reflexes. Here we have a case of a boxer gaining some 30 pounds over two years (perhaps 25% weight gain) and dominating natural bigger champions.
Sorry, it does not compute. There appears to be flyweight in the ointment.

Almost everybody is now blaming FLOYD. Maybe if HENRY ARMSTRONG was alive today he’ll be accused by the MAYWEATHERS of doing steroids too. They are just too scared of the PACMAN eversince he walloped de la Hoya. In fact, there is nothing new with this feat of jumping weights and defeating bigger guys. ARMSTRONG did it in the 30’s. He was even phenomenal in the sense he jumped from being a featherweight to welterweight, or 3 classes higher in one bounce. I’m pretty sure there were no steroids or HGH back then. It has been done before, and PACMAN is just like the boxing great ARMSTRONG, only PACMAN has more titles. MAYWEATHER couldn’t just accept that a small guy in PACMAN can achieve much more than him. He claims Arum doesn’t want to involve him against Arum’s fighters so as to “keep the money within TOP RANK’s circle.” But what about MOSLEY? MOSLEY is handled by GOLDEN BOY, and the same outfit which represents FLOYD. If he wants to “keep the money within their circle” then why not fight MOSLEY? MOSLEY has been dope clean and rejuvenated his career since, so FLOYD’s gotta quit being a whiner and should just fight.
